Instagram and Facebook ads have no price list: the auction, your audience and your creative decide what you pay. In 2026 one more line was added: since 1 July 2026, Meta adds a 5% location fee to the invoice for ads shown to people in Turkey. This guide explains what drives the cost of Meta ads, how to get from cost per impression to cost per lead, and how to calculate your budget.
How Is the Cost of Meta Ads Made Up?
With Meta ads you usually pay for impressions; cost is measured per 1,000 impressions (CPM). How many clicks, leads and customers you get from the same budget depends on how well your creative, your offer and your sales process perform.
Your invoice has three lines:
- Ad spend: the budget you set in Ads Manager.
- Location fee: 5% on ads shown to people in Turkey. It is not included in your budget and appears as a separate line on the invoice. For ₺100 of ad delivery you pay ₺105.
- Agency or management fee (if any).
The 5% Location Fee: 4 Things to Know
- Start date: 1 July 2026. Before that, Meta covered digital services taxes itself.
- Rate: Turkey and Austria have the highest rate at 5%; France, Italy and Spain 3%, the United Kingdom 2%.
- The fee depends on where your audience is, not where your business is. If a consultancy in Istanbul shows ads to people in Italy, the Italian rate (3%) applies; if it shows them to people in Turkey, 5%.
- Because the fee is not counted in your budget or spending limit, your total payment can exceed your budget. It also covers ads that send people to WhatsApp. For financial planning, add 5% on top of the budget.
How Much Do Instagram Ads Cost in 2026?
According to 2026 data compiled for Turkey, the cost per 1,000 impressions on Instagram ranges from roughly ₺15 to ₺120. The range is that wide because industry, audience size, campaign objective and season can change the cost several times over.
Placement matters too. In global data, Instagram Reels has the lowest CPM among Instagram's main placements, and Instagram is generally more expensive than Facebook. So the same budget can reach more people with a Reels-heavy setup.
From CPM to Cost Per Lead: One Formula
Formula
- Cost per lead
- CPM / (1,000 × click-through rate × page conversion rate)
Example
- CPM
- ₺80
- Click-through rate
- 1%
- Page or form conversion rate
- 10%
- Cost per lead
- 80 / (1,000 × 0.01 × 0.10) = ₺80
What this formula teaches: a creative that lifts click-through rate from 1% to 2% halves your cost per lead without any change in CPM. That is why the biggest cost lever on Meta is not a targeting setting but the creative and the offer.
Work Out Your Meta Budget From Target Customers
- Set your target number of new customers per month.
- Divide by your appointment-to-sale rate to find the appointments you need.
- Divide by your lead-to-appointment rate to find the leads you need.
- Multiply the leads by your estimated cost per lead.
- Add the 5% location fee to the result.
Example calculation (assumptions vary by business)
- Target
- 10 new customers a month
- Appointment to sale: 25%
- 10 / 0.25 = 40 appointments
- Lead to appointment: 30%
- 40 / 0.30 = 133 leads
- Estimated cost per lead: ₺200
- 133 × 200 = ₺26,667 ad spend
- 5% location fee
- ₺1,333
- Total
- ₺28,000 / month
Meta leads are usually at an earlier stage than Google search leads, so the lead-to-appointment rate can be lower. Run the calculation with your own historical rates.
Lead Form, WhatsApp or Website: Which Is Cheaper?
- Instagram/Facebook lead form: gives the lowest cost per lead but quality can be weakest, because the form fills in with one tap. A few qualifying questions on the form raise the cost and raise the appointment rate.
- Ads that send people to [WhatsApp](/en/blog/whatsapp-crm-lead-takip-sistemi): the conversation starts straight away, but if you can't reply within minutes the lead is lost. The 5% location fee covers these ads too.
- Website / landing page: higher cost per lead, stronger intent; the Meta pixel and Conversions API must be set up correctly.
The right comparison is not cost per lead but cost per customer. A cheap lead that never turns into an appointment is expensive.
5 Ways to Lower Meta Ad Costs
- Test new creative every week; click-through rate directly sets cost per lead.
- Make Reels and vertical video creatives to reach lower-CPM placements.
- Send sales results back to Meta (Conversions API or CRM integration); the algorithm starts looking for people who become customers, not people who fill in forms.
- Strengthen your offer: instead of a vague "get information", offer a concrete free pre-assessment or calculation.
- Reply to leads in the first minutes. Poorly set-up follow-up makes a good campaign look expensive.

Meta or Google?
Google captures people who are already searching; Meta creates demand among people who need something but aren't searching yet. So the right question isn't "which one" but "in what proportion". We worked out the Google side in our Google Ads cost 2026 article.
